EU Battery Passport Data Requirements

DPP Intel ResearchUpdated 2026-09-15

Updated: September 2026

Based on Regulation (EU) 2023/1542 and the European Commission’s 21 August 2026 publication of Digital Batteries Passport — data points by category, version 2.0 dated 15 August 2026.

From 18 February 2027, every electric vehicle (EV) battery, every light means of transport (LMT) battery, and every industrial battery with a capacity greater than 2 kWh that is placed on the EU market or put into service must have a battery passport.

The European Commission’s latest guidance consolidates the battery passport requirements into 71 data points.

That does not mean that every battery passport needs 71 populated fields on day one.

Some data points are mandatory for all three battery categories. Others apply only to EV, LMT or particular industrial batteries. Several requirements are conditional, some repeat information already supplied elsewhere, and a number will not need to be populated when the passport obligation starts in February 2027.

This page normalizes those requirements into a single implementation-oriented database.

For the broader legal framework, see our guide to Regulation (EU) 2023/1542 and our EU Battery Passport overview.

How to read the table

We use the following normalized statuses:

  • Required — expected to be populated for that battery category.
  • Conditional — required only where the underlying condition or technical parameter applies.
  • Optional — may be supplied when the information is available.
  • Deferred — part of the regulatory data model, but not expected to be populated/displayed as of February 2027 under the Commission’s August 2026 guidance.
  • Duplicate — the information is already captured by another data point and does not need to be separately populated.
  • Not required — not required for that battery category.

The Access column is our mapping of the legal access tiers in Article 77 and Annex XIII. It is not a new legal classification.

Public vs restricted battery passport data

The battery passport is not one completely public database.

Regulation (EU) 2023/1542 separates passport information into different access levels.

Public battery passport data

Annex XIII point 1 contains model-level information intended to be available to the general public.

This includes much of the information buyers and downstream businesses are likely to encounter when scanning a battery passport: manufacturer details, chemistry, capacity, voltage, expected lifetime, efficiency, conformity information and end-of-life information.

Restricted model-level data

Annex XIII point 2 covers commercially or operationally more sensitive information such as:

  • detailed cathode, anode and electrolyte composition;
  • component part numbers;
  • replacement-part sources;
  • detailed dismantling instructions;
  • safety measures.

Access is reserved rather than public.

Authorities and notified bodies

Compliance test reports under Annex XIII point 3 occupy a separate restricted layer intended for notified bodies, market-surveillance authorities and the European Commission.

Individual battery and state-of-health data

Annex XIII point 4 contains information that changes during the life of an individual battery.

That includes performance degradation, state of health, battery status, charging cycles, operational conditions and other usage-derived information.

This distinction matters technically: a compliant implementation cannot treat the battery passport as a static PDF attached to a QR code. Some passport data is model-level and relatively static, while other information belongs to an individual battery and may need to change throughout its operating life.

The access-rights rules are not fully finished yet

There is an important implementation caveat as of September 2026.

Article 77(9) required the European Commission to adopt an implementing act specifying who qualifies as a person with a legitimate interest, which restricted information those parties can access, and what they may do with that information.

The original deadline was 18 August 2026.

That implementing act has not yet been adopted. The Commission’s current DPP implementation roadmap places the battery access-rights act in Q4 2026.

For that reason, this database maps access according to the tiers already established by Article 77 and Annex XIII, but does not attempt to invent the final actor-by-actor permission matrix.

We will update this page when the implementing act is published.

Which battery passport fields should companies collect first?

For a company preparing for February 2027, the table suggests a practical order of work.

Start with the information that is both clearly mandatory and comparatively static: manufacturer identity, battery identifiers, manufacturing information, chemistry, weight, capacity, voltage, power, expected lifetime and the applicable conformity and end-of-life documentation.

The harder implementation problem is likely to be the dynamic individual-battery layer.

Fields such as capacity fade, power fade, internal resistance, state of health, charging cycles, negative events and operating conditions may require data to move from the battery management system or another operational data source into the passport throughout the battery’s lifecycle.

That is a data architecture problem, not simply a document-generation problem. Use our DPP software guide to evaluate supplier integrations, access controls and lifecycle data updates against these requirements.

For an overview of the infrastructure behind the passport, including QR codes, hosting and lifecycle requirements, see our EU Battery Passport guide.

Important: 71 data points does not mean 71 mandatory fields

The Commission’s figure of 71 is best understood as a consolidated regulatory data map.

For any individual battery, the actual February 2027 dataset depends on:

  1. whether the battery is an EV, LMT or industrial battery;
  2. the technical characteristics of the battery;
  3. whether a conditional requirement applies;
  4. whether the requirement is already represented by another data point;
  5. whether the underlying delegated or implementing legislation is already applicable.

That is why simply creating a checklist containing 71 empty database columns is unlikely to be a robust compliance strategy.

A useful implementation model needs applicability rules, access-control rules, static vs dynamic data handling, and a way to update the regulatory mapping when further EU acts are adopted.

This database is a DPP Intel normalization of the underlying legal requirements.

The 71-point enumeration and battery-category applicability are based on the European Commission’s Digital Batteries Passport — data points by category, version 2.0, published in August 2026.

We have shortened and normalized field names, grouped equivalent concepts, added access-level mapping from Article 77 and Annex XIII, and converted the Commission’s longer applicability descriptions into the statuses Required, Conditional, Optional, Deferred, Duplicate, and Not required.

The Commission guidance is intended to support implementation. It does not create additional legal obligations and is not an authoritative interpretation of Regulation (EU) 2023/1542.

For compliance decisions, the Regulation itself and applicable delegated and implementing acts remain the primary legal sources.

Frequently asked questions

How many data points are required in an EU battery passport?

The European Commission’s August 2026 guidance maps 71 battery passport data points. However, not all 71 must be populated for every battery. Applicability varies between EV, LMT and industrial batteries, and some requirements are conditional, deferred, duplicated or not applicable.

When do the battery passport data requirements become mandatory?

The battery passport requirement applies from 18 February 2027 to EV batteries, LMT batteries and industrial batteries with a capacity greater than 2 kWh that are placed on the EU market or put into service.

Are all battery passport data points public?

No. Annex XIII separates public model-level information from restricted information. Detailed composition and dismantling information, compliance test reports, state-of-health data and other individual-battery information have restricted access.

Is state of health required in the battery passport?

State-of-health information is part of Annex XIII point 4 and Article 14, but the exact parameters differ by battery category. For example, the Commission’s August 2026 mapping identifies state of certified energy for EV batteries, while remaining capacity and several related parameters are mapped to LMT batteries and, where applicable, industrial batteries.

Does the battery passport contain dynamic data?

Yes. Annex XIII requires individual-battery information including performance and durability values, state of health, lifecycle status and certain usage-derived data. These fields can change during the life of the battery and therefore should not be treated as purely static passport information.

Who is responsible for battery passport data?

Under Article 77, the economic operator placing the battery on the market is responsible for ensuring that battery passport information is accurate, complete and up to date, although another operator may be authorised in writing to act on its behalf.

Does the QR code contain all 71 data points?

No. The QR code provides access to the battery passport by linking the battery to its unique identifier. The passport data itself is maintained digitally and access to individual fields depends on the applicable access rights.
